What Crimes Require Sex Offender Registration?

In 2008, Ohio adopted the Adam Walsh Act. This changed Ohio’s Sex Offender Registration laws by classifying sex offenders by tiers, rather than by the previous designations of “Sexual Predator” or “Sexually Oriented Offender”.

Sex Offender Tier Classification System in Ohio

Under Ohio law, sex offenders must register on a periodic basis that is determined by their Tier classification. Additionally, sex offenders must inform the County Sheriff of any significant changes in their address, employment, or enrollment in higher education.

The following offenses are categorized into tiers:

Tier 1

  • Importuning
  • Voyeurism against a Minor
  • Gross Sexual Imposition
  • Voyeurism
  • Unlawful Sexual Conduct with a Minor (unless consensual)
  • Sexual Imposition
  • Illegal Use of a Minor in Nudity-Oriented Performance or Material
  • Child Enticement

Tier 2

  • Pandering Obscenity Involving a Minor
  • Illegal Use of a Minor in Nudity-Oriented Performance or Material
  • Kidnapping with Sexual Motivation
  • Compelling Prostitution
  • Pandering Sexually-Oriented Material Involving a Minor
  • Child Endangerment
  • Unlawful Sexual Conduct with a Minor
  • Any Sexual Offense Occurring after the Offender is Already Classified as a Tier 1 Sex Offender

Tier 3

  • Sexual Battery
  • Murder with Sexual Motivation
  • Kidnapping of Minor for Sexual Activity
  • Gross Sexual Imposition (Under 13)
  • Rape
  • Aggravated Murder with Sexual Motivation
  • Unlawful Death or Pregnancy Termination after Attempting to Commit a Felony with Sexual Motivation
  • Felonious Assault with Sexual motivation
  • Kidnapping of Minor (not by parent)
  • Any Sexual Offense Occurring after the Offender is Already Classified as a Tier 2 Sex Offender
